ESD in Germany
Germany has expanded the four pillars of Australian ESD into nine Principles of Water Management:
Of particular interest is that the German Polluter Pays Principle is equivalent to our Australian User Pays Principle. At least somebody gets it. ESD is a market mechanism, which must deliver both demand side and supply side economic drivers to achieve the necessary restructuring of that economy to properly account for all the costs to the environment.

As economic cost drivers these 8 Principles of ESD represent the needs of the entire community to achieve Ecologically Sustainable Development. The discussion in the "Maslows Heirarchy of Needs" Page proposes that a qualitative "Gap Analysis" may be measured to measure the triple bottom line gap between the mostly primitive needs of individuals and the social and envionmental needs of the community to achieve long term ESD.
